A resolution that the City will not undertake or assume the maintenance or repair of any street or road which, at the time of the incorporation of The City of Belle Meade, had not been completed and was not being maintained by Davidson County, unless and until the owners of property abutting on said street or road shall first complete the construction thereof in accordance with the following specifications.
